Blue is recycling in a Harrow house and general waste in a Harrow flat. Garden waste costs £69 a year. Bulky fees, tip hours and the 48-hour missed-bin window.
Harrow Council runs four household bins on three different rhythms, and it charges for one of them. The council’s own postcode lookup will tell you which day your street is on. What it will not tell you in one place is what garden waste costs this year, what a bulky collection costs after the free one, how long you actually have to report a missed bin, or why the bin colours change meaning if you live in a flat. That is what this page is for. Every figure below was checked against Harrow Council’s own pages on 2 September 2026.

If you live in a flat, the colours reverse
This is the single most confusing thing about bins in Harrow, and the council states it in one line on one page without flagging it.
In a house, blue means recycling. In a block of flats with communal bins, the large blue bin is general waste and the large grey bin is recycling. Communal food waste is a red bin, not black.
So a resident who moves from a Harrow house into a Harrow flat, or the other way round, is being asked to reverse the habit they just learned. Put food waste or the wrong material in the wrong bin and the crews will treat the bin as contaminated and leave it, and a contaminated bin is one of the cases where you cannot report it as a missed collection at all.
Finding your collection day
There is no borough-wide calendar. Harrow runs the whole thing off a postcode lookup on its bins, waste and recycling page, which shows your days, lets you download a year’s calendar to your phone and lets you report problems. Flats are on different dates from houses on the same street, so check the address rather than the postcode alone.
Put bins out no later than 6am on the day. The council says most residents put them out the night before.
Bank holidays and Christmas
Harrow does move collections for bank holidays. Its bank holiday bin collections page sets out the pattern it used at Easter 2026: everything slid one day later, so Good Friday went to Saturday 4 April, Easter Monday to Tuesday 7 April, and the knock-on ran to Saturday 11 April.
That is the only bank holiday the page covers, and it has not been updated
since. As of 2 September 2026 the page still shows Easter, five months after
the event. There was no notice for the August bank holiday, and there is
nothing published for Christmas 2026: the council’s
/bins-waste-recycling/christmas-bin-collections page and its /christmasbins
short link both return “Page not found”. The postcode lookup is currently the
only reliable source for a date over a holiday period.
Garden waste: £69, or £34.50 on Council Tax Support
The brown bin is the one you pay for. The garden waste service costs £69.00 for the year, and the current subscription runs from April 2026 to March 2027. Collections are every two weeks.
If you receive Council Tax Support the price is £34.50 for the year, an exact half. The council does not advertise that discount anywhere on its Council Tax Support pages, only on the garden waste page.
You get a sticker with your address printed on it, and it has to go on the bin. Subscribe before March and the sticker arrives at the end of March. Subscribe later and it should arrive within two weeks.
Soil, rubble, stones and tree branches are not accepted. Fallen fruit has to go in the food caddy, not the garden bin.
Bulky waste: one free collection a year
Harrow gives every household one free bulky collection in any 12-month period, covering up to four items. After that you pay, and the published fees are:
- adding four extra items to your free booking, taking it to a maximum of eight: £28.45
- a standard collection of 1 to 4 items: £59.70
- a standard collection of 5 to 8 items: £87.70
- a standard collection of 9 to 12 items: £115.70
- a return pickup, if you forgot to put the items out: £18.17
Three tied black sacks count as one item, up to 10kg. Items must be no more than five feet long, except mattresses, sofas and fridges, and carpets have to be rolled to under five feet.
Two traps worth knowing. You lose the free collection for the year if you do not put the items out, or if you put out items you did not book. And if you have just moved in and find the free booking already used, the previous occupier used it: you can ask for a reset by uploading a recent council tax bill.
Sheds are not on the price list. The council asks you to email
bulky.waste@harrow.gov.uk with photos and it will quote.
Missed collections: report after 5pm, within 48 hours
The window is narrow and the council states it in two different ways.
The missed bin collections page says you can report only after 5pm on your bin day and no later than 48 hours after it, weekend included. Crews then return within three days. You get one report per missed bin, and you need the emailed reference number to chase it.
The bin lookup tool on the council’s own bins page says something different. Its status panel reads: “You must report the missed collection within three working days of your scheduled collection day.” Three working days is not 48 hours. If you are near the edge of the window, work to the shorter 48-hour version.
You cannot report a miss at all if the bin was contaminated, overloaded, not on the kerb, inaccessible, or was the wrong bin for that week.
Harrow recycling centre, Wealdstone
The borough has one tip.
- Address: Forward Drive, Wealdstone, HA3 8NT
- Hours: 8.30am to 4.30pm, Monday to Sunday
- Closed: Christmas Day, Boxing Day and New Year’s Day only
- Booking: required for cars, and you can book up to 14 days ahead
- Limit: two bookings per car registration per day
- Bring: your booking confirmation, photo ID (driving licence preferred) and proof of address
- Slot length: valid for 30 minutes from your booked time, and you cannot leave and return within it
Vans cannot use the booking system. They are charged and have to report to the weighbridge on the lower level. Trade waste is accepted without a booking, at £362 a tonne for general waste with a £125 minimum, and £105 a tonne for green waste or cardboard with a £32 minimum. Trade mattresses are £26 each and metals are free. Non-Harrow residents can bring recycling only, at a £33 minimum charge. All of that is on the recycling centre page.
Small things that save a trip
- Food caddies and bins are free. Order a 23-litre outdoor bin or a 7-litre indoor caddy online. Bio bags can be bought at any Harrow library or ordered from the council.
- No black plastic trays in the blue bin, and no foil-lined cartons, cling film, plastic bags or textiles either.
- Five or more people in the house? You can order a second general waste bin.
- Broken lid or pin: repaired free. Broken body, handle or wheels: you buy a new bin. If the crew breaks it, the replacement is free.
